The primary social concerns revolve around teachers' working conditions and wage stability, as well as improving the social guarantees available to freelance creative professionals. Within the context of education and culture, emphasis is placed on the national cultural significance of ensuring high-quality Estonian-language media for the younger generation.

Education is considered the most important social issue, forming the foundation for Estonia’s success and the resolution of social problems. It is stressed that the shortage of qualified teachers threatens the transition to Estonian-language instruction and widens regional and social disparities in obtaining an education.

Within the social sector, the topic of social guarantees for cultural workers is mentioned, which was included in the discussion through the amendments to the Cultural Endowment Act. This indicates a readiness to address the social security issues of cultural workers within the scope of legislation.
