The organizations themselves proposed the solutions and mitigations, demonstrating openness to stakeholder input and a willingness to compromise. The establishment of the foundation for this cooperation with the then Minister of Finance, Mart Võrklaev, was also noted.

The cooperation style is consensual and inclusive; it is emphasized that all procedural decisions in the commission were made consensually. The speaker highlights extensive cooperation with 25 involved parties, including representatives of people with special needs, the Health Insurance Fund, and ministries. He/She ensures that all those who submitted amendments had the opportunity to present their proposals.

The speaker emphasizes the necessity of support from the ministries to advance the discussion regarding the changing of the clocks, both domestically and at the European Union level. The current proposal to reject the draft legislation is being put forward on behalf of the Reform Party faction, which suggests internal cooperation within the faction.
