There is no direct criticism aimed at the Riigikogu opposition. The criticism is directed at state-owned enterprises from foreign countries (referencing the country with almost the largest population) which are distorting the European Union's internal market through subsidies. Large fines are being imposed against these companies, which are intended to act as a "symbolic deterrent."
