The speaker recognizes the regional dimension in implementing education policy ("even regionally speaking"). At the same time, it is stressed that the state must ensure a uniform rule applies regardless of regional specificities, prioritizing national policy over regional exceptions.

The regional focus is very strong, emphasizing a regional approach and competitive advantages, which are an integral part of the living environment. Pärnu County is highlighted as an example, where the government should consult with locals regarding the compensation for renewable energy production.

The focus is heavily on rural life and economic activity in rural areas, particularly the issues faced by farmers in Lääne-Virumaa. Emphasis is placed on sectors related to seasonal work, such as agriculture, fisheries, and forestry, which are vitally important to rural regions.

The regional focus is clearly directed toward sparsely populated areas and rural communities, highlighting the mobility needs of their residents, poor road conditions, and the lack of public transportation. It is stressed that legislation must be structured to take into account the actual situation in Estonia's various regions.

The focus is heavily regional, concentrating on the planning issues of the Rail Baltic route in Southern Pärnu County, including the protection of capercaillie habitats. It emphasizes the predominantly positive attitude of Pärnu County residents toward the necessity of fast European connections. It supports the local stops project so that communities can benefit from the infrastructure.
