Economic viewpoints focus on fiscal discipline and labor market distortions, emphasizing that the agreement will not generate a sufficient surplus in the state budget to compensate for the wage incentives provided to internal security personnel. There is a perceived risk that the competitive salaries offered by the prison will draw police officers and rescuers away from the internal security sector. The resulting decline in security is also factored in as a cost to society.
