Strong opposition is aimed at bureaucrats and agencies who constantly find excuses (trees, walls, airspace), as well as the Heritage Protection Society, which is being criticized for awarding the Karuteene Medal (the Medal for a Disservice). The criticism is value-based, accusing the opponents of rigidity and preserving the anti-human element inherited from the Soviet Union’s legacy. Compromise at the expense of cultural development is ruled out.
