The style of cooperation is inclusive and comprehensive, systematically involving representatives from both the sports and culture sectors (the Estonian Olympic Committee, the Estonian Choral Association, and specialized federations) and local governments in the procedural process. Emphasis is placed on the need to find solutions through cooperation between ministries and stakeholders and to discuss the draft legislation at a calm pace.
