The focus is on national legislation and the nationwide organization of social services. At the same time, the concerns of local governments (municipalities) regarding the shortage of child protection workers and burnout are highlighted, which points to an awareness of problems at the local levels. There is no specific regional emphasis.

A regional focus is highlighted when addressing the issue of pensioners, drawing on information collected in counties where the challenges faced by pensioners living alone are most acute. The overall focus, however, remains on national socio-political measures and the development of services at the local government level (e.g., establishing assisted living facilities for the elderly).
