The text addresses social issues through the lens of value conflict and inequality, stemming from the differences in lifestyles between urban and rural populations. It is argued that the tax infringes upon constitutional freedoms, compelling individuals to alter their lifestyle or place of residence. Furthermore, the issues concerning families and children in rural areas are highlighted.
