The social aspect concerning the reputation of rural residents is addressed, referencing the former prime minister's comment regarding "evil people" in Southeast Estonia. Emphasis is placed on the necessity of ensuring the viability of living in rural areas.

The social focus centers on community rights and the perception that these rights are not being trampled upon in the name of national interests, a situation which breeds resentment. A question is being raised regarding the lack of proportionality between nature conservation restrictions and the accelerated construction of wind farms. The discussion also addresses the impact of the environmental levy on individuals who use older vehicles for spare parts.

The primary social issue revolves around the constitutional balance between property rights and environmental protection. This is approached predominantly as a legal and economic matter, rather than a moral or cultural one.

This examines the location and role of the Police and Border Guard institutions (PPA College), linking them to broad-based national defense and security. The social aspect is tied to the necessity of maintaining the regional security institution.

Among the social issues, internal security and training related to the closure of the Police and Border Guard College are being addressed. The focus is on ensuring community safety through the preservation of local institutional capacity.
