At the same time, the current state of collaboration is criticized, particularly the failure to consult the industrial sector during the drafting of legislation. The speaker then asks why this persistent problem cannot be resolved.

The speaker thanked the initiators of the first bill and is presenting the Isamaa faction’s initiative to amend the Industrial Emissions Act. The focus of cooperation is directed toward enhancing the partnership between the state and local communities, requiring the government to take greater responsibility and act as a stronger partner in industrial development. While there is no direct mention of broad, cross-party collaboration, the issue is framed as being of significant public importance.

The speaker strongly advocates for cooperation between the state and local governments, particularly in implementing the foundation model for health and sports centers in Ida-Virumaa. He recommends that the government and local municipalities should "sit down and think things through" and jointly review infrastructure projects to achieve savings.
