The style of cooperation is open and inclusive, emphasizing successful collaboration between the ministries (the Ministry of Climate, the Ministry of Social Affairs, and the Ministry of Regional Affairs and Agriculture) and the committees of the Riigikogu (Parliament). We consider the necessity of involving local governments between the two readings particularly important to ensure the law's practical applicability.

The speaker is open to compromise and expresses hope that the two ministries (the Ministry of Defence and the Ministry of the Environment) will find a solution to the difficult issues between the two readings of the bill. The preference is to seek solutions through existing laws and planning frameworks.

The cooperation style is open and constructive, as the speaker seeks clarification and proposes necessary corrections when an error is identified. This points to a readiness to collaborate on refining the legislative text.
