The focus is on national regulation (Estonian laws) and the international context (European Economic Area). Specific regional interests are absent; emphasis is placed on national sectors such as agriculture, construction, and taxi services.

It focuses on national tax policy and the livelihood of people across the entire country. To support the argument, an international comparison is used, drawing parallels with the prime ministers and tax systems of other countries.

The regional focus was highlighted in the context of Ida-Virumaa, where the Labor Inspectorate’s inspection list included 175 companies, three of which were agricultural enterprises. This demonstrates an awareness of the impact regulations have on specific regions.

The focus is exclusively on the national level and the transparency of governance in Estonia, addressing the compensation of high-ranking state officials (ministers, the Chancellor of Justice, the Prosecutor General).

The focus is exceptionally strong in Ida-Virumaa and the border region (Jõhvi, Narva, Rakvere). Jõhvi is highlighted as the county center where key institutions and transport links (bus station, railway station) are concentrated. The importance of the state's presence is emphasized in this border region, which is located 50 kilometers from the aggressor state.
