A strong regional focus, emphasizing the need for Estonian theaters to stage performances outside their main venue and tour "around Estonia." The objective is to improve cultural accessibility regionally, thereby eliminating the situation where "it is quite difficult for some people to get to the theater."

The main emphasis is on national strategic capability and the Estonian University of Life Sciences in Tartu, which is the sole provider of veterinary education. The international dimension is also significant (EU regulations, Finnish students, the spread of African swine fever). In a historical context, Saaremaa is mentioned in connection with the export slaughterhouse.

The focus is on national regulation (from the perspective of the Estonian reference laboratory) and the international level, covering the transposition of European Union law and the establishment of partner laboratories both in European partner countries and outside the EU.
