The main targets of the opposition are the Reform Party, Estonia 200, and the Social Democrats, whose coalition has been leading the government. They are criticizing tax changes, transparency, alleged “lies” in the budget, and the coalition’s “hypocrisy” and lobbying activities (e.g., Bolt’s lobbying). Criticism is particularly sharp regarding the intersection of personal interests and politics (problems with cooperation between the state and the city government, corruption allegations). However, there is also some willingness to see cooperation and to improve draft legislation, but the core crises are directed at the coalition, and the opposition's criticism is intense.

The primary opposition is against the coalition's tax policy and economic policy; the opposition focuses on opposition to car taxes and other tax changes, emphasizes the need for allowances for vulnerable groups, and criticizes the procedure (particularly the linking of amendments and expedited proceedings). There's a strong desire for the protection of the rule of law and the constitution, as well as concern for federal and regional damages. There is forceful criticism and often no recognition of room for compromise.
