It is stressed that while the draft legislation restricts fundamental rights, it is proportional and necessary for ensuring the public's sense of security and preventing serious crime. The focus is policy-driven and results-oriented, emphasizing the importance of maintaining the police force's credibility.

The central theme is labor flexibility and its legal regulation in Estonia. The speaker questions the adequacy of the current regulation to support flexible work schedules that would allow mothers of young children and students to work variable hours (e.g., 10–30 hours per week).
