The primary focus is on international security issues and foreign operations, particularly in the Middle East (Iraq, Operation Inherent Resolve, NATO Training Mission) and the Red Sea (EUNAVFOR ASPIDES). It emphasizes Estonia's contribution to allied relations and the international fight against terrorism.

The regional focus is heavily centered on the Baltic Sea region and the establishment of strategically important North-South connections. The vital importance of Rail Baltic and Via Baltica (a 2+2 road up to Ikla) is emphasized as the backbone for both security and the economy, noting that connections between Europe's peripheral areas and the center require improvement. Cooperation with Latvia, Lithuania, and Poland regarding border protection and LNG issues is also highlighted.
