The regional focus is clearly national (Estonian production, Estonian government) and international, concentrating on how Estonian defense procurement funds flow to foreign countries (France, Spain, Germany). Emphasis is placed on prioritizing the Estonian economy and domestic production.

The focus is directed both at national security in Estonia and the international context (Kremlin, Constantinople, the West). Regionally, specific sites are mentioned, such as the Nevsky Cathedral located on Toompea and the Kuremäe Convent. In the context of the education reform, Narva, Sillamäe, Maardu, and districts of Tallinn are named as areas that may negotiate special conditions.
