The regional focus addresses the role of municipalities in funding school lunches, highlighting the example of the City of Tallinn, which has doubled its contribution over the last year and a half. It is also noted that municipalities always have the option to contribute a greater amount to the school lunch allocation.

The focus is on the level of local governments (LGUs), especially concerning their right to self-governance and financing options. Tõnis Lukas found that maintaining a price difference allows for competition and provides an opportunity for smaller municipalities. It was discussed that the implementation of the maximum rate for kindergarten fees varies across different municipalities.
