The focus is strictly national, addressing nationwide social insurance and benefits systems and their impact on the labor market. The regional aspect is limited to addressing the concerns of local governments (the Association of Estonian Cities and Rural Municipalities) regarding the administrative burden associated with subsistence benefits and the increase in additional recipients.
