The course of action is closely linked to the legislative work carried out in the Social Affairs Committee, where the draft bill was discussed twice (on April 2nd and 8th). A significant part of this activity involved extensive stakeholder engagement and the compilation of their opinions, demonstrating active work at the committee level. The speaker serves as the rapporteur for the processing of the draft bill in the Riigikogu plenary session.
