The style is twofold: one speech is formal, procedural, and fact-based (a commission report), while the other is strategic, defensive, and sometimes emotional. The second speaker uses rhetoric to refute the opponents' remarks and strongly emphasizes the need to foresee future crises ("Look what is happening in the world"). He prefers logical argumentation, attempting to refute constitutional doubts.
