Emphasis is placed on the necessity of ensuring multifaceted support across the entire life course and tackling the demographic challenge to maintain a stable population. Furthermore, age-based discrimination in the labor market and society is criticized.

The focus is on the accessibility and fair distribution of social services, emphasizing the need to resolve the long waiting lists for specialized care. The social issue is the infringement upon the sense of fairness felt by those awaiting the service, which is being attempted to be solved by restricting the service itself.
