The criticism is aimed at the inability of the government or responsible officials to resolve the conflict between increasing defense expenditure and meeting the European Union's stability criteria. The opposition is rooted in policy and procedure, questioning why neighboring countries are able to solve the problem while Estonia is not.

The main opponent is the Government of the Republic, whose actions in addressing the demographic catastrophe are assessed extremely negatively. Criticism is aimed at the government's overall performance and its inability to resolve the situation.
