The focus is clearly regional and local, dealing with specific issues related to the construction of the Rail Baltic route that affect landowners and the local landscape (drainage systems, wildlife movement).

The strong regional focus is on rural areas, where the decreasing availability of services (such as PPA and birth registration) and the lack of cash payment options create additional costs and inconveniences for residents. It is stressed that the centralization of services forces people to travel longer distances.

The focus is clearly at the national level, concentrating on equipping Estonia's national defense and the Defense League (Kaitseliit), as well as the resources of state institutions (RMK, PPA). The international topic (supporting Ukraine) is addressed only through the prism of preserving domestic resources.

The speaker draws particular attention to the impact of national policies on rural and sparsely populated areas. He/She stresses that the car tax undermines the ability of rural residents to cope, restricting their access to work, medical care, and a sense of security. Furthermore, he/she focuses on the concerns surrounding local fish stocks and the fishing sector.
