The politician’s focus is strongly regional, emphasizing the problems faced by residents in rural and sparsely populated areas concerning inadequate public transport and the necessity of vehicle ownership. Farmers, small entrepreneurs, large families, and hunters are specifically highlighted as the groups most affected by the tax. He/She criticizes the officials’ claim that there is no significant difference in transport accessibility between the city and the countryside.

The focus is clearly national, addressing the general state of the Estonian economy, public finances, and the departure of people and businesses from Estonia. There is no emphasis on specific regional or local topics.

The regional focus is aimed at rural areas and residents living outside major urban hubs. It is stressed that the car tax will exert particular pressure specifically on these groups, as the accessibility of transport options in rural areas is not as good as it is in cities.
