The regional focus is clearly directed towards areas outside the capital and nationwide infrastructure. Emphasis is placed on the need to build 2+2 highways to Tartu, Narva, and Ikla, and the government is criticized for prioritizing Tallinn at the expense of the regions. The Tartu prison project and the development of domestic rail lines (Tallinn-Pärnu, Tallinn-Tartu) are also mentioned.
