There is no oppositional stance; the criticism is directed instead at the procedural slowness in resolving electoral disputes.

Criticism is aimed at the government's budget policy, which sets goals but fails to secure the necessary funding, particularly in the transport sector. Also criticized are deficiencies in the internal control systems of the Centre for Defence Investments and the Defence Forces, issues which the National Audit Office has been highlighting for the sixth consecutive year. Procedurally, the chair of the session is criticized for selecting an unsuitable time slot for the presentation.

The criticism is aimed at the results of the government's activities, especially regarding the underfunding of special welfare services and the failure of the related reform. He/She points out that an earlier reform solved one problem but exacerbated another (underfunding). The criticism is policy-based and results-oriented.
