The social issue concerning the abuse of international or temporary protection by Ukrainian refugees who may reside in Russia is being addressed. The focus is directed toward ensuring social benefits and security, as well as the state's capacity to identify such abuses.

Social issues addressed include youth unemployment, but this is used as an argument that young people need "smart jobs," rather than low value-added positions. Significant emphasis is also placed on national security and the shortage of police officers and military personnel (a deficit of nearly 1,000 people).

The primary social theme revolves around supporting the birth rate and fostering family values. It is stressed that equal opportunities for self-fulfillment must exist in Estonia for both those who wish to have children and those who do not. However, it remains the state's obligation to ensure that the desired number of children is not unattainable due to insurmountable barriers.
