The social issue under discussion is public safety and the safe coexistence of various road users—pedestrians, cyclists, and drivers—within the urban environment. The objective is to establish regulations for light personal vehicles (micromobility devices) so they can safely share space with pedestrians, thereby enhancing pedestrian safety.

Social issues are addressed within the context of security and resilience, covering topics such as expanding the scope of vital service providers (including family doctors) and conducting background checks. He/She is concerned that the number of people exempt from mobilization should not become too large. He/She stresses the importance of raising awareness and highlights the significance of the state-developed application, "Ole valmis!" (Be Ready!), for improving public preparedness.
