The focus is heavily international and regional, concentrating on Estonia's security interests beyond its national borders. Emphasis is placed on strategic importance in the Baltic Sea region, the High North, and the North Atlantic (JEF), alongside participation in peacekeeping operations in the Middle East (Lebanon, Israel, Egypt, Syria).

The focus is both global (the Russia-Ukraine ceasefire, global stock markets) and national (the Estonian economy, the state's tax policy). Specific regional or local topics are absent.

The focus is clearly at the national level (the security of the Estonian state, the Estonian people) and on international lessons learned (the war in Ukraine). There is no regional or local emphasis, as the laws and systems being addressed are of nationwide importance.

The focus is clearly on national defense capabilities and international security. Emphasis is placed on Estonia's role in assisting Ukraine and leading the discussions regarding the strengthening of the defense capabilities of the EU's eastern member states. Attention is also focused on developing the Estonian defense industry within the country's territory.
