The speaker emphasized that the draft legislation was initiated by the Finance Committee and urged colleagues to cast a supporting vote, thereby signaling a desire to achieve consensus support in parliament on the issue of aiding Ukraine. He noted that Estonia is also "nudging" its larger allies through these actions.

The cooperative approach is open to discussing compromises, with EKRE stating its willingness to withdraw the draft legislation if an agreement is reached regarding the status of combatants. Furthermore, the National Defence Committee decided to make procedural proposals by consensus, demonstrating a readiness to agree on procedures despite existing differences of opinion.
