The political focus is currently on language requirements within local authorities and the organization of administrative procedures. The speaker supports the Constitutional Committee’s proposal to reject the draft legislation, arguing that the requirement for C1 language proficiency among council members is not strictly necessary, and a lower level (e.g., B1) would suffice. At the same time, emphasis is placed on the necessity of ensuring Estonian-language administration in local governments and considering an expansion of the Language Inspectorate's mandate. This stance is primarily policy- and value-based, focusing on guaranteeing democratic participation.
