The primary focus is on the national and international levels (security, the ECB, the war in Ukraine). Regional attention is directed toward the role of local authorities (including Tallinn) in adhering to the correct procedural protocol and clarifying their crisis responsibilities in civil defense.

The main emphasis is on international security issues (supporting Ukraine, recognition of the genocide of Crimean Tatars, the role of the OSCE) and at the national level (funding for national defense, legislation). Regional focus is lacking, apart from references to the development of the domestic defense industry in Estonia, which is part of the economic growth plan.
