The legislative focus is directed towards making procedural decisions and ensuring the implementation of major national projects (Rail Baltic). Key priorities include reducing bureaucracy (including the postponement of the sustainability report) and the adoption of the state budget, which features historical defense expenditures and the elimination of the tax bracket distortion (tax hump). Toomas Kivimägi was nominated as a candidate for Deputy Speaker of the Riigikogu.

The main legislative priorities are related to social sector reforms: extending the care benefit to 60 days, implementing a partial sickness benefit for the long-term ill, increasing benefits for people with disabilities, and making the parental benefit system more flexible (by eliminating the employment restriction). He/She is an active supporter and rapporteur in the processing of social policy bills initiated by the government.
