The cooperation model emphasizes inter-ministerial collaboration (Ministry of Finance, Ministry of Social Affairs) and cooperation between the government and representative organizations for people with disabilities (the Estonian Chamber of Disabled People) in developing support measures. A solution was chosen that broadly supports the largest possible number of people with disabilities.
