The primary social issues are internal security, the prevention of violence and drug problems in Estonia, and the accessibility of healthcare. Particular concern is highlighted regarding the potential sacrifice of mental health services for Estonian children in order to treat Swedish murderers. The necessity of addressing the security of Estonia's own residents is emphasized.

A strong focus on social issues, particularly the overload of the Estonian healthcare system and the availability of mental health services. Concern is expressed that the acceptance of Swedish prisoners requiring complex treatment is happening "at the expense of Estonian children's mental health."
