The political emphasis is currently on improving the quality of Estonian higher education and restoring public trust. A key concern is being raised that an increasing number of high school graduates are choosing to study abroad, and specific measures are being demanded from the Minister of Education to address this situation. This stance is strongly policy- and results-driven, centering on the overall performance and functionality of the education system.
