In the social sector, population protection is treated as part of internal security, emphasizing the need for strategies concerning evacuation (e.g., 150,000–250,000 people) and shelter locations. Furthermore, there is sharp criticism regarding personnel management issues affecting professional military personnel, including the abolition of the pension system and the cutting of benefits, which has led to a large number of people leaving the service.

The primary social issue is immigration and the integration of the foreign-born population, which is addressed within the context of the state’s capacity and historical legacy (specifically, the Soviet-era population). Emphasis is placed on the need to quantitatively manage the number of people who can be successfully integrated into society, prioritizing demographic stability.

Among social issues, emphasis is placed on supporting the institutions of internal security and national defense (the Police and Border Guard Board, the Rescue Board, the Defense Forces, and the Defense League), ensuring their operational capacity through tax exemption.
