Cooperation is emphasized at the level of the statement signatories and the Foreign Affairs Committee, as well as with other Western countries and European institutions (the European Parliament, EEA/EFTA). The objective is to achieve a unified, coordinated Western response to the actions of the Georgian government, supporting the United States' lead in imposing sanctions.

The style of cooperation within the commission is consensus-based, since the commission's representative was appointed by consensus. Emphasis is placed on international cooperation, highlighting the successful persuasive work of the Estonian government and diplomats among European colleagues to ensure they do not participate in Putin's inauguration.
