The legislative focus is primarily related to budgetary and organizational legislation: the intention to improve budget transparency (expenditure and revenue lines in law), to amend the basic law on the budget, and to discuss budget allocation for all areas; to improve financing and cooperation for Tallinn Hospital and other large-scale projects; draft laws regulating the safety of personal electric vehicles (mopeds, etc.) and traffic; draft laws concerning the impact and transparency of offshore wind farms and the green transition; topics of the special anti-corruption committee and a review of legal intrusions. He presents himself as an initiator, but at the same time emphasizes the need to involve and improve cooperation between the coalition and opposition through new changes.

At the forefront are the draft bill on car taxes, the whistleblower act, the bill on hate speech, transparency of the state budget (openness of expenditure ratios and sources), and questions regarding court backlogs. The need to prepare a development plan and impact analysis has been mentioned repeatedly, as have the opinions of the Chancellor of Justice and the State Auditor. The opposition emphasizes 300 substantive amendment proposals and the need to consider differences and social measures.
