The focus is heavily on international security threats (Ukraine, Georgia, Russian influence) and Estonia's domestic legal framework. He/She has personally been involved in development cooperation in former Soviet Union countries. Domestically, he/she is working on reforms related to the activities of local governments (consolidation of water utilities, waste management).

The regional focus is strong, especially in the context of public transport reform, where he emphasizes the financial capability of local governments and warns against the loss of existing regional expertise. He directly refers to his experience as Mayor of Viljandi and in establishing the Viljandimaa Public Transport Centre.
