The primary social issue is relative poverty and income inequality, which is tackled using official statistical data. There is an emphasis on the need to address social stratification, a problem that is particularly acute in Ida-Viru County.

Among the social issues, emphasis is placed on protecting the status of the Estonian language as the administrative language used in state institutions. Furthermore, the question is being raised regarding the introduction of new language requirements (English proficiency) for employees at Tartu Prison, specifically concerning the conditions for employment.
