The style of cooperation is based on procedural consensus, particularly regarding the appointment of the representative to the steering committee and the introduction of the draft bill onto the agenda. Experts (the Ministry of Finance) were involved in the committee discussions, and colleagues' proposals were heard, although the final decision to reject the draft bill was made by a vote (5 in favor, 2 against).
